V1 Visa Work Authorazation I-765 ????

My brother-in-law wants to visit us on the East Coast; he has already sent off his
I-765 for his work authorization. His wife and child would be in Hawaii while he
would be here for a month. If the letter came asking him to a make an appointment for
his fingerprints, Could he make that appointment at our local INS office and go to
our local INS office while he is here visiting his sister? Or would he have to fly
right back to Hawaii? Thanks for any help. Frank
