An update, in case anyone is interested. We are in Spain. Arrived yesterday. My daughter's new passport arrived at 10:30 in the morning and we flew out at 9:00 that evening. Talk about cutting it close!

We knew it was arriving soon because we got an email from the passport agency that it was on the way. We were hoping it would arrive in time, but we had a backup plan: A neighbor would pick it up for us when it arrived and then send it to us in Spain. Luckily we didn't need to do that.

When we were at the airport, I saw a couple of CBP officers in the food court. I asked them what would happen if a US citizen arrived without a passport. They said they would have to check and verify that the person was in fact a citizen and then they would be allowed to enter. But, as mentioned above, the challenge would have been getting on the plane. You'd have to somehow convince the airline agent that you'd be let it at the POE. I'm glad we didn't have to resort to that!
