US Passport Application requirements (Social Security Validation)

Hi,
My partner is a US citizen, I am not, and neither of us know
the answer to this question, so perhaps someone here can answer
it for us.
Basicaly, she needs to apply for a passport, and to do so in her
new name. The application for a passport needs your social security
information, and social security have just screwed up regarding
sending her a new card. Essentially instead of being 2 weeks or under
for her to recieve her new card, it's been 4 weeks and not turned up,
so after 3.5 weeks she went back to them, and they said that she
should have recieved it (well duh!) and that it would be another 5 days
to 2 weeks for her to recieve another card.
My question is this, being that he details have changed in the system,
is she able to complete the passport if she gets all her details from
social security, but the card hasn't arrived? Surely the govt. agencies
would cross-check them, and it would get a green light anyway, or is the
photo on the soc. sec. card used for validating the photos' to go on the
passport. So, are we trapped waiting for the card, or can we proceed as
the details will have changed in the system?

While I don't know the details of the inner workings, I don't think you
have to wait for the actual social security card. The number simply serves
as an identification number.
Incidentally, there is no photo on the social security card.

While I don't know the details of the inner workings, I don't think you
have to wait for the actual social security card. The number simply serves
as an identification number.
Incidentally, there is no photo on the social security card.
