urgent help needed right now for F-1 visa changing school

Default urgent help needed right now for F-1 visa changing school

It was just yesterday, my daughter got a F-1
visa for going to X school for undergraduate study.

Meanwhile, exactly at the same hour, when she was
for the visa, an email arrived from school Y offering
her 100% scholarship.

Of cause she wants to go Y school, now the very question is:
how can she do the change?

On the F-1 visa the chools X is marked clearly
and an I-20 from X is attached for the immigration
officials to open and to verify at the border.

can she use the I-20 from Y with the current visa
to enter the US? Or, can she just go to US Consul
to tell them the story and to get modification on the
visa(not likely), or she has to go through again the
process and pay $$$ for a new visa that marks Y school?

time is very closing, we need to act on monday, but correctly

Please experts help, you are greatly appreciated

Way 1:

get deferred acceptance until next semester at school Y, provided she can keep the scholarship. Enter on current F-1 visa with current I-20 at school X, and after one semester at school X, transfer to school Y

Way 2:

You can try applying for a new F-1 visa with a new I-20 for school Y

Why waste time going to X if you can avoid it. Why not go to consular
office and ask for a new visa for the new I-20? Pay fees for the new
visa, if necessary.
If time is pressed, asked both schools to provide new I-20s (for the
next semester; make sure scholarhsip will still be there) and try
getting a new visa for Y. If don't get it, come with visa for X.
