It's in the CTA so I think most airlines would accept a photo ID like a DL. Worse-case, ferry to NI and train to Dublin.

My guess would be that as a USC you will be allowed into the USC by CBP, but the problem you face is getting an airline to transport you to where you can speak face-to-face with a CBP officer. Pre-clearance in Dublin is, IMO, by far your best shot.

At Dublin you need a boarding pass to get to security, thereafter you can get to pre-clearance. Did it last year.

I regret that the OP's father is ill, but it never ceases to amaze me that people let their passports expire - especially when they're not in their home country. I hope the OP is able to get home to be with her father. Sadly, this should be an object lesson to us all.
