Default TSC - I751

Maybe someone here knows exactly how mail is handled by TSC or any
service center and would help me provide me with some answers. I
mailed my petition to remove conditions on residency Feb 28, it was
received and signed for on Mar 1st 2003 by a Michael Salcedo according
to the signature USPS has on their files. The Delivery Receipt I got
back has a Mar 4, 2003 INS/TSC stamp on it. Is this the date that the
petition was actually received by BCIS?
Do they actually open the package once received or they just throw the
whole package in their warehouse unopened. The reason I am asking is
because I have been told by an IIO at TSC that it takes 4-6 weeks for
one to have their check cashed, then last week Friday I was told that
my petition was most likely lost in the mail. I gave them a few days
to get their act together and called them again yesterday was told the
same.
I have since re-submitted the petition in case it was actually
lost/misplaced by BCIS.
I am planning on going to the Miami District Office for a stamp in my
passport to extend my GC. What do I need to take with me if I do not
have an NOA nor do I have a receipt number since my check has yet to
be cashed?

From my own experience, TSC's handling of their official paperwork s_cks!!
We submitted our first I-751 to TSC in January and it was received on Jan
23. Our second
attempt was made a month after that in late Feb. Here it is April 10 and
we have heard
nothing from TSC about either package, and in neither case has the check
been cashed.
My wife's card expires in 3 weeks, and we are considering a third package,
but not until
we talk to our US Senator first.

I am in the same boat. Its been more 6 weeks already since my package
was delivered and I find the same name Salcedo signing in for the
package. What does this guy do? Throws the application package to the
nearest trash can or something or what? I saw some posts earlier also
mentioning the same guy's name and the package not being received by
TSC. Their phone is always busy. You cant even get in touch. I kept
pressing the redial button for four hours without a single miss and it
didnt get me nowhere. I am really frustrated also.

Well, I sent my I751 in on January 26th, check was cashed about 1 - 1 1/2 weeks later. Got 2 NOA saying
"Received $145.00 in the form of Personal Check and from XXXX"
"Your alien card is extended 12 months - emplyment and travel authorized. Processing your form will require a minimum of 120 days. If you have not heard from us within six (6) months, then you may contact this office."

Notice that it said "minimum of 120 days." So I'm not holding my breath. I'm fine for one year. I received this letter in early February, since it is dated January 30, 2003. Funny that I should get 2 of them.

So basically once they start your process you have to be patient. I've learnt patience well, since with my I129 it took 9 months to get home to my fiance, now husband. And at that time that was fairly fast compared to now.

I did all my processing through TSC and still am designated to go there. So ....

Patience, patience, patience. How long can we keep this up. But at least I'm home and with my husband. That makes things easier to handle.

BREAKING NEWS …. TSC! (1) I-751’s (2) NO MORE TELEPHONE CALLS!
I finally talked to an intelligent BCIS Officer at the TSC today, and for all of us I-751’ers waiting to have our checks cashed or waiting to receive our NOA from the TSC, I have the proverbial “good news and bad news�.

The good news is they haven’t LOST our I-751’s.

The bad news is that our I-751’s have NOT even been ENTERED into the system … and they will NOT be entered into the system for some time.

The BCIS Officer told me that they are having a problem in their “Receiving Area�. I asked him what he meant by this, and he said they have a “computer glitch� - the system is not accepting I-751 petitions. He said they cannot even enter I-751’s into the system. He said this means, “we can’t receive them�, and therefore, he said, “we can’t send out a receipt�. He also said that this means they can’t cash our checks, because the I-751’s have to be “received� first, and of course, since they can’t be received, our checks can’t be cashed.

He said they are working on the problem, but he didn’t have a fix date. He said he is hoping it is fixed within the next two weeks, but he really didn’t know when it would be done [of course, even if it is fixed, then there will be “catch-up� – assuming they have the personnel to do this!! – so I wouldn’t think we will have our checks cashed or NOA’s anytime soon].

He also said that they have sent BCIS Officers at the TSC an email with an attached spreadsheet that lists, by Alien Registration Number, the I-751’s that have been physically received at the TSC, but cannot be entered into the system (i.e., received).

He said that as of yesterday, there were 1,472 in total on the list. Yes, I asked him to repeat it, and he said 1,472! Ouch!

He said found my I-751 on the list (btw, my I-751 was physically received at the TSC on February 15, 2003, according to the USPS).

So, it looks like I will be waiting for quite some time to get my check cashed or receive my NOA.

He suggested that I go down to my local district BCIS office, tell them that I have filed my I-751, and that they would stamp my passport, or he said they even have a stamp that they can stamp onto the back of my green card.

I asked him how they can do that, if they cannot find me in the system. He said that it doesn’t matter if you are in the system or not. He said that when your GC is about to expire, they will automatically extend it for one year (even if they don’t have a record of your application to renew it). I find this hard to believe!

Anyway, that’s my news on I-751’s.

Ouch! Thanks Cortez for updating. I thought BCIS was going to make
things better but I guess not. Everytime some new organizational
changes are done at INS things always get worst for its customers. I
hope they stamp the green cards which I really doubt. I know they dont
stamp the green cards but they do stamp passports after seeing NOA
which is unlikely in our cases. However dealing with a good friends
case and after repeated promises by their supervisors who he met at
the office the case was never resolved. Finally it was resolved when a
congressional inquiry was done at his behalf which got INS finally
rolling after three lousy years of empty promises to get his
citizenship ceremony done.

Well, I can tell we are dealing with the "Texas" Service Center, because
that is one of the
biggest piles of B_ll-Sh_t I have heard in quite a while.

Our paperwork has been processed for more than 2 months because of a
"computer"
problem that won't be fixed for weeks??? They have not "received" ANY new
I-751s
in all that time? This is pathetic. Everyone who has been stuck in the
"traffic jam"
at the TSC should forward your email to their entire Congressional
delegation(as I am
going to do).

I will try going down the District Office see if I can get me a stamp
in my passport without an NOA/Receipt.

Well this morning I was able to get thru to TSC, and I inquired about
the receipt of my I-751. The Officer told me of how they are having
trouble in their receiving area and he could only confirm the receipt
of my 751 looking me up on a worksheet using my A#. The estimated time
to get a receipt once everything is rectified is 15-20 days.

When are you planning on going to your local District BCIS office (i.e., how long before your GC expires)? Did the BCIS officer give you any advice on how far in advance of the expiration you should go? Did he say anything about getting it stamped even though you wouldn't be on the BCIS system as having filed your I-751?

Also, where is your local office?

Sometime next week I will be going down the local BCIS office, I got
1.5 months left before my GC expires. But I want to cover the bases
since I will be out of the country when it does expire. Well from the
information I could get from the officer, he was saying that I could
go down to my local office and request an extension (stamp in my
passport) of my GC. The officer was saying that the people at the
local office should have the worksheet with people who have filed
their 751 at TSC but cannot be entered into the system to generate a
receipt. I will take my return receipts as evidence that the 751 was
file. We did not go into much details on instances of say how far
beyond the expiration of the GC I could wait before trying to get a GC
extension stamp.
By the way my local office is Miami District Office, although I did my
AOS in New Orleans.

Guys, I spoke to an agent today and was told this thing is entered on
a seperate system and they are not able to fix this problem. No time
limit on that. Secondly, they also said district offices are not going
to stamp your passports simply because they dont have any proof of
your filing and the money received. Thirdly, they have got our apps in
a spreadsheet that they have received all our paperwork but this
spreadsheet cannot be emailed or sent to district offices and district
offices wont stamp our passports based a spreadsheet. They have to
have all the information in the right sequence before they can even
mail out a NOA and without that they wont stamp your passport. The
agent also said I sympathize with all of you but i am sorry cant help
you at all. No directions as to who to complain and where to complain.

I also called in this morning to confirm what the previous officer had
told me before I camping out at Miami District Office. And was told
the officer that with a receipt/noa the chances of getting the stamp
are very slim. That saved me from wasting time at the district office.
Will just have to wait out this thing, let BCIS sort out their
problems.

Well, if left to BCIS to sort out this thing, it would take years or
eons and by that time I believe our spouses would be illegal and
unable to travel. I believe the correct approach is to start writing
your congressional representatives. See if they can help. I know for a
fact that protesting and writing letters to congressional
representatives did help out a lot of I-129F applicants a few weeks
ago. In fact this article is posted on the net on

In fact INS agent also told me today to write my congressman about
this problem that we are all having. Good luck to you all and please
try harder. I know I will.
