TSC FedExs documents?

Hi everyone,
On another newsgroup, one of the posters said that his I-129F documents were FedExd
from the TSC (Texas) to the U.S. consulate in Guangzhou, China. Is this a common
practice of the TSC only, or is this something that other service centers may begin
to adopt. This would dramatically expedite processing times for all interested
parties, since diplomatic pouch takes sooo long! Any info on the matter would be
greatly appreciated.
