Can you travel to the USA during the immigration visa process (IR-1) on the visa waiver program?

If you are otherwise qualified, yes.

Hi

I'm currently in the USA on VWP, the I130 was approved last month.

I brought lots of stuff with me to prove my intention of returning to the UK, rent agreement, bank statements, pay slips etc.

I dint have a problem coming in but I have a record of coming and going and I have spent much more time out of the USA than in.

Like most people say its up to the Guard at POA on the day whether they let you in or not, just come prepared.
