Hi

I received a caution in 1999 (18 or 19 years old), I think for criminal damage, although I could be wrong. I've never needed to declare this before and the 5 year period has passed. I've never been to court or convicted of anything and never been in trouble since.

I have been looking at the VISA wavier form, which obviously contains the arrested/convicted question.

Do I need to declare this?
If yes should I try to obtain a visa before traveling or use the visa wavier form?
Has anyone had any experience in this situation?

Criminal damage sounds like mischief or vandalism. Since it's not a crime involving moral turpitude, drug related and you didn't have a 5 year jail sentence then it appears you can still use the visa waiver program and answer "no" to that question on the form. You may want to bring court records to back it up. If they ask if you've been arrested, that's a yes, but mischief cautions shouldn't matter.
