NOT TRUE. If she successfully obtains an approved I-130 at the US Consulate in Russia,
she enters the US as a Conditional Permanent Resident (if the marriage is less than 2
years in length and PR if more than 2 years) and DOES NOT require advance parole to
re-enter the US.
However, if she is away from the US for a long length of time (6 months or a year) she
will need a re-entry permit, not advance parole, although they bought are sought under the
I-131. The A/P is for people awaiting their AOS interview and R/E is for people who are
already PR's

Dear all,
I am planning to get my wife an Immigrant visa via the I-130. She is a Russian citizen and
is finishing up her PhD. If she comes to the US on her immigrant visa, is she free to move
to the US (to live with me) and travel back to Moscow as needed to defend her
dissertation?
Regards,
Mike

She can go back to Rusia, but she needs to apply for Advance Parole prior to leave the US.
Otherwise her application is canceled, and the INS would assume that she no longer wants
to apply for Adjustment of status.
