Default TN-1 for Indian Citizen, Canadian Permanent Residents?

Hi,

[Posting for a friend here]

Quick question: Do Indian Citizens who hold Canadian Permanent Residency
qualify for a TN-1 visa like Canadian Citizens do? Actually, as far as
working/status in the USA is concerned, is there any mileage gained by
Indian Citizen/Canadian PR folks over plain Indian Citizens?

Sorry, the TN is for nationals of Mexico and Canada only. Landed
immigrants of Canada do not qualify.

Used to be that Indian citizens who were also Canadian landed immigrants
were visa-exempt; however, I think that regulation has been changed.

Correct. All landed immigrants of Canada require a visa except for Bermuda, U.S. and visa waiver countries. That changed March 2003.
