Default TECS and NAILS

About a year ago I was sent to secondary inspection at Miami airport.
I was told that I overstayed my Visa Waver one day. I had no recollection
of this since I never intentionally overstayed. But anyway, after some
digging in
the past and some research I found out that I did overstay 1 hour since my
plane
didn't leave at the ticketing date at that time.
I was put on the next plane back to the Netherlands and was told to get a
Visa.

I got my VISA and have entered the US twice since then.
But here comes my question.

What can be done to clear myself from the TECS system or actually form the
NAILS database in order to prevent secondary inspection and waiting for 2 or
more
hours only to tell them the same story over and over and over and over
again, which
only takes a few minutes.

I was told by a very kind INS inspector(who saved me an sec. inspection)
that it is possible to be removed from the system by writing a letter to the
treasury. Does anybody know if this is true and how this works or has
another
suggestion ?
