TD for my spouse

I currenlty have a TN visa. But my spouse who has a H1B visa is no longer working
with her employer. Can she get a TD or spouse of TN visa even if she is not Canadian
but Chinese Citizen?
If possible, where to get TD visa and do children have to accompany?
