Still no greencard after entered the country for 8 months!
Hi folks,
I am a winner of DV2003. I entered the country in August 2003. They stamped
my passport for I551 which is good for a year. They sent me a welcome letter
at September 2003 and informed me that my greencard has been registered to
the system and they are going to mail my permanent resident card in 3 weeks.
I have been waiting for 8 months and still no greencard. I made several
phone calls to the INS and everytime I called, they always said that they
are going to forward my inquiry and someone will contact me in 30 days but
nobody from INS contacted me. I mailed form G-731 to INS 2 months ago and
got no reply. What should I do to get my permanent resident card? They got
all my current information, address, phone numbers etc!

First off, ignore the three weeks. I have heard of some rare cases where
the card was produced in four weeks or less, but I also heard of cases
where it took two years. Both are completely normal. If it takes more than
a year, you'd have to go to the local office and get a new I-551 stamp.
That said, the "service" you got when calling USCIS (INS no longer exists.
For that matter, they didn't even exist any more when you entered the
country) really is atrocious. Unfortunately also not uncommon.
That is the main reason why I would suggest you contact your local
Congressperson.
