SSN for Ohio drivers license ?

Is it possible to get an Ohio license or at least a learners permit without having an
EAD which I assume she must have before getting a SSN ? Or another way of asking ,
can she get her license without a SSN ? Or can she get an SSN before filing AOS ?

Yes as you have advised previously as a K-1 recipient she is entitled to a SS card. Have her apply for it before your marriage.

You must prove you are in the country legally and intend to stay in order to get a
drivers license. Stamped passport, EAD, green card...

I managed to get an Ohio license before receiving a SSN. I entered the US on a spousal visa and applied for the SSN at the POE. I got my Ohio license a couple of weeks later - a few weeks before receiving the SSN. The license said '000-00-000' in the SS space.
