Default Sponsorship by resident alien sibling.

Hi,
I have done a load of research on this and not sure if I quite have the facts. My brother is a GC holder of 7yrs through marriage. He has a successful business employing many US citizens. I have lived on and off in the US for 13yrs, having overstayed my visa waiver on a few occasions. I am right in my understanding that if he were to become a citizen sponsorship would be more automatic than at present where I would have to wait for a number to arise. I have spoke with an immigration lawyer in London who quoted 12yrs for that to happen. Has anyone else successfully overcome this situation and by what method?
Thanks in advance.

As LPR he can not sponsor you for immigration.
If he were to become USC, he could sponsor you under "FAMILY Fourth" ( http://travel.state.gov/visa_bulletin.html ). Current waiting time is ~12 years for preference.
