Skipping NVC?

Skipping NVC?
Hi all!
I know this was asked before, but I don't think there was a definite answer. On my NOA #2, it says "The above petition has been approved, and forwarded to the listed consulate." Does that mean it's not going to NVC? I called the NVC and got their automated system, and it says that unless the notice says it will be sent to NVC, it won't. Is this true?
Anyhow, I'm calling again on Monday, to talk to a live person, but I just wanted to know if this is the usual thing or not. Thanks!!

Ayisha,
The letter does mention that the file si being forwarded to the consulate but all approvals are routed visa NVC who sends it to the specific consulate.

please send me the number our k3 petiton was approved and this was a
week ago on dec 13
and i want to find out where it is
and maybe some information on how long it wil take.......my husband is
