should I wait until I become a citizen before marrying my girlfriend?
I'm a greencard-holder living in the US. This year, I will have been
here long
enough to apply for naturalization.
My girlfriend lives overseas. We plan to get married, but can't figure
out when
is the best time. Should we wait until I become a US citizen? (so she
can join
me in the US sooner, or does it make no difference now?)

Yes ...get your citizenship first ..it will make it all so much easier and quicker...

You can get married anytime you want but file peititon and GC (via AOS)
or immigran visa after you become a citizen.

When you become a USC, you can get the petition upgraded to "immediate relative" which wouldn't have a quota attached to it.
