Default Send in ORIGINAL Green Card for I-751?

Hi all,
I just sent in my package to remove conditional status from my
marriage-based green card a couple weeks ago to the Nebraska Service
Center. Today I got a letter from the USCIS, which started like this:
"Your I-751, Petition to Remove Conditions on Residence has not been
reviewed by an Immigration Officer to determine legal sufficiency or
eligibility. In order to ensure that the case file is complete when an
officer reviews it; [sic] please submit the following, if you have not
already done so:
- Any documentation you consider relevant to establish that your
marriage was entered into in good faith and was not for the purpose of
circumventing immigration laws.
-Two color, full-frontal passport style photographs of yourself and
your conditional child[ren.] [sic]
-Your Permanent Redisent Card ("green card"/Form I-551) and the
Permanent Resident Card of your conditional child[ren], listed in Part
5 on your I-751, Petition to Remove Conditions on Residence, or if
unable to submit the card(s), submit an explanation why."
It then goes on to advise me to make copies of the card for myself and
attach the card itself to the very letter they sent me (it's on yellow
paper) and submit it to them. In a little black box at the bottom of
the letter (which is where the card should be attached to the letter),
it says: "If not in the United States you should keep your Permanent
Resident Card for Travel purposes.

Now I've got a couple questions: the I-751 clearly says that I have to
submit COPIES of my green card, not the original (now expired) green
card itself. Is this a change in policy? Has anyone else experienced
this??
Second, this letter seems not to be the one that extends the green card
for another year. That's kind of tragic, given that I am planning to go
home over Christmas, and I am kind of confused as to what to do now. (I
know folks, I should have sent in the I-751 earlier...) Should I just
go to my local USCIS office to get a new stamp?
Any ideas and enlightenment is appreciated.

Best,
Fred

I did all the paperwork myself, during the whole process (k-1, AOS,
etc.). I did submit evidence (the usual photos, bills, mortgage etc.),
photos, and copies of my green card.
Weird.

Hi,
I also recieved the asme letter, and am concerned about submitting my
green card.

-- I was also planning to go to Canada.
-- My letter does not state that (compared to Fred's) "or if
unable to submit the card(s), submit an explanation why."

I am wondering if I can just write a letter, stating that I plan to
visit Canada,therefore I am submitting a copy.

Hi, I also received this letter just before Christmas. I had previously sent in our I-751 petition and within a few days recieved a NOA stating that my permission to work and PR card were extended for 1 year.

After that the yellow letter arrived and has caused me some concern too. Luckily I was not intending to travel immediately and my card was about to expire of course so after talking to the USCIS helpline I went ahead and sent the card attached to the letter as instructed.

I made a photocopy and colour scan/print of the letter with and without the card attached, both sides of my PR card and the NOA letter. I am carrying these in lieu of the PR card as I understand that we should always have our PR cards on our person.

I wonder if this is only happening with Nebraska filings? There seem to be few of us talking about it. In fact I was doing a google search hoping to find someone else had this letter... that's how I came to be here.

Graham

We submitted our I-751 in March of 2005, and we did not send in the original CGC, we did however submit photocopies. We were approved without an interview in November 2005, we then made an infopass appointment, brought 3 color passport style photo’s (frontal view). When we got to the USCIS office in Pittsburgh they took the photo’s, took my wife’s finger print, and requested the old, expired CGC, and then stamped her passport. We have not received the new GC yet, but it’s only been since December 21st since we were at the USCIS office.

I am wondering if this is a random thing, or maybe a new proceedure. It is maybe worth pointing out that the letter does state...

"Your I-751, Petition to Remove Conditions on Residence has not been
reviewed by an Immigration Officer to determine legal sufficiency or
eligibility. In order to ensure that the case file is complete when an
officer reviews it; [sic] please submit the following, if you have not
already done so:"

Note... has NOT been reviewed by an Immigration Officer.
So this is not the same as a request for more information in the usual sense either. As I have no reason to think we have a problem I am guessing this is something new, possibly only happening with Nebraska filings at this time.

It a form letter. Funny thing is, they just updated the I-751 form to include the photo requirement, but they didn't updated it to include the original green card. Maybe it's a temporary thing.

I filed with Nebraska, with photos, and got one.

Can I ask when you filed Carl... just trying to get a handle on how recently this has started happening.

Do you mean a return envelope needhelp? I didn't, I used an ordinary envelope which I then put in a Priority Mail envelope and sent with 'tracking' and the request for a 'proof of delivery return card', I forget what the usps name for that is. I always like to have proof that I sent something to them and proof that they received it.

Other than that I have had no further receipt for the green card from them.

Hi..I was askng about return envelope with tracking number on it. When I was on H1B visa, NSC sent me RFE with return envelope with tracking number inside that envelope. I asked this question to another member of this group and they said they got that return envelope but did not use it.
So you did not get this return envolope at all? You only got that yellow letter?
It seems like I am not alone.
Please reply!
