residency requirements for U.S. citizenship
Friend of mine got their Green Card Dec 2000. They
spent the following time outside the U.S.
2001: 11 months
2002: 8 months
Since 2002, they don't spend more than 1 month outside the U.S. per
year.
When do they become eligible for U.S. citizenship? Dec 2005 or
Dec 2007 based on breaking the continuous residency requirement
for 2001 and 2002? (more than 6 months but less than 1 year outside U.S,
By Dec 2005, they'll have spent more than 30 months inside the U.S. .
Will the absences in 2001/2002 be an issue when applying for citizenship?

Absences of six months to one year do not necessarily break the
continuous residency. You should consult with an immigration attorney
about your specifics.
But assuming that your absence does break the continuing residency, it
depends on the date you returned to the USA. Since you talk about Dec
2005 or Dec 2007, I'm assuming for the sake of example that you last
returned to the USA, say, December 7, 2002. In that case, you would be
eligible to file for citizenship December 8, 2006.
While the continuous residency may break your physical presence, it may
still count towards the total time, up to one year minus one day.
HOWEVER, unlike most other situations, you are not allowed to file 90
days early, so you can only file the application when you actually
become eligible for citizenship.
