OP states that he/she was born in North Carolina, not Atlanta, and stated that he/she would have to contact the records people in North Carolina for her US birth certificate. Unless I am missing something, the only reference to Atlanta was that the UK Consulate there has a birth certificate - that would likely be the consulate with authority over NC and makes sense the parents went there to register the birth.
