Default Regarding next post (Any college students frome Chile?)

Y luego me di cuenta que había puesto el otro post en otro newsgroup. Aquí
está:

I am trying to find a way to bring my 15-year-old brother from Chile into
the US so he can study here (as a resident, he can apply for scholarships).
The problem is that he isn't technically my brother. He is actually my
cousin. His parents couldn't take care of hime and when he was 3 1/2 months
old, my parents got his legal custody. He always lived with me so to me, he
has always been my brother. But since my parents never adopted him, he does
not fall under the "definition of sibling" in the eyes of the INS (I mean...
BCIS). Is there any way I could bring him to live with me? I also
considered adopting him, but apparently he would need to live with me for 2
years before he could apply for his Green Card. Besides, the chilean
government only allows for adoptive parents who are 20 years older than the
child. My brother is only 13 years younger than me.

Hope someone can shed a light on this issue for me...

Thanks.

Can't be done.

What if you married one of your cousin's parents?

Seriously, it seems a fairly predictable way for a foreigner to get a
foothold in the US is to do well in college in his/her home country, learn
English, and come to the US for graduate school (many technical fields
routinely offer scholarships). Either that or become a nurse -- that's an
(relatively) easy way to get into the US.
