Reentry permit and abandoment of green card
Can one be found to have abandoned thier green card even if they are in
possession of a valid reentry permit? Are there cases where this has
happened?

Sure. A PR that sets up residence abroad can be found to have abandoned the GC,
regardless of reentry permit or not. A reentry permit doesn't guarantee the GC.
