Yes, they can. I am not sure about on departure but my wife's greencard
has been scanned on entry (Raleigh-Durham Intl airport) in the same
machine used to scan passports.

The statement is somewhat confusing: temporary foreign visitors don't
have green cards; permanent residents do.

What is not clear is to what extent this has now been implemented. On
leaving the US in September this year, I have no recollection of my
green card being looked at by the airline, and certainly no address
information was asked for.

US Immigration have this facility. The airlines don't.

I don't know of any non-government facility that has the technical details of how to read in a GC and it's information. I can't call up the IS and ask for a technical document so i can write my own GC holder for airlines. If so, i smell a VERY profitable business developing GC scanning software to sell to Fortune 500 companies to verify GC's.

Would be cool since 98% of GC fraud's are used for mainly employment purposes. No one would dare approach a POE officer with a fake GC.

It depends when you have left the US and rentered the US. The APIS system was put in service last year. Howeer, not for all airlines at the beginning. The airline does scan you passport, your name, birthdate and some other info is being taken and handed over to customs. The green card is not scanned but it is checked by USCIS when you enter the country if your green card is a real one. After 9/11, congress mandated to have a new system in place which does track all persons who enter the US. However, this does exclude citizens and greencard holders.

For the last couple of years, sometimes I was asked how long I have been abroad and sometimes not at all. Once, the INS officer even didn't stamp my passport. It is like playing lotto when you enter the US.
