Recent USCIS Decision
Hi,
As you must be knowing, USCIS has decided to accept I-485 applications
for EB categories again. Now, are these visas going to be deducted
from next year's quota?

There is a chasm between accepting applications and approving the applications (when visa numbers are used). USCIS is not allowed to use visa numbers from the following year nor carry forward unused visa numbers.

As Up North says, they're going to accept the I485's but are then going to sit on them until October and will then start processing them in accordance with the Priority Date valid for the month, so people whose priority date is June 2007 will be still waiting a very long time
