Default Quickest, cheapest way of getting your H1-B stamped.

So I want to go on vacation out of the country, unfortunately since they stopped the service whereby you could send off your passport to get your visa stamped, you have to do it out of country, I am in CA and maybe heading to Russia for a vacation.

I'd rather not do it in a Russian Embassy, so would canda/mexico be cheapest option?

Thanks

So does it break down like this...

1) Book appointment with Embassy in Vancouver.
2) Book flight to Vancouver.
3) Arrive, head to embassy, hand over passport.
4) Go and taste the local nectar, return and pickup passport OR
4b) Find a cheap hotel and stay overnight.
5) Return flight home.
