Well, my fiance has got the 2NOA in his hot little hands - but it says that
the Perth Consulate (i'm in australia) is getting sent the details.

Now, as of sometime this year, the Perth Consulate is no longer handling the
immigration side of things - sydney is. So will Perth then send on the forms
to sydney, or will sydney intercept them?

its confusing. who do i contact about this? perth, or sydney?

i would advise writing a mail copying both of them, explaining your concerns
and quoting your case number.
