Default police report from Kuwait

My husband needs to get a police cert from a country that requires you to be physically present to get it: Kuwait. Does this mean he'd have to GO to Kuwait to get the report? He would have a problem doing this, as when he was there his visa (employment) was revoked; it would be unlikely that he could return. There was no police involvement in his revocation situation....but if he needed that, and could not go there to get it, what should we do?

eep!

I presume it's because of what you read from DoS? "Police records are available for persons resident in Kuwait. Individuals must be physically present in Kuwait and either be Kuwaiti citizens or hold a valid residence visa to apply for a police certificate."

Since your husband doesn't have a valid residence visa, I read it differently than you. I would quote the relevant part in an email to the Consulate you're using and ask for their advice. Be sure to give them pertinent details, like how long he was there etc.
