Hi I would be very grateful if somebody tell me something about this problem. I received
from INS yesterday my work visa H-2B, and it did not come with expiration date, in the
space "valid from" does not have nothing printed. What this mean? The INS did a mistake?
can I leave the USA and back all time that I want with this visa? I Can stay here in
american all time and no more worry about to ask another extansion to INS. I was here in
USA in december 21 working like housekeeper, and I would like to know if there is any way
for me to be included in 245i law and start a process to get a residente permanent.

Valid FROM? That would mean that it is effective immediately.

No. INS doesn't actually issue visas; they only issue a status. If you leave the US, you
would have to visit a consulate and get an actual visa stamped into your passport.

Probably not.

245(i) won't help you.

Primarily, you will need to find a basis to apply for a Green Card - either sponsorship by
your employer, or a family-based category.
245(j) does not change that. All it says is that if you start the process before April 30,
2001, AND if you ever become unlawfully present (i.e., if you become an illegal
immigrant or the like), AND if you aren't deported or the like until you are
eligible for a Green Card, THEN you can apply for a Green Card within the US
instead of leaving the US for your home country.
