Please Help on H4 visa

My wife application for H4 visa was refused in Montreal. She is cuban. She came to Canada
because the US interest section in Havana told us it is better to apply in Canada. In some
occasion, US has issued visa, but the Cuban government refused to give permission to leave
the country. that's why She applied in Canada.
1. what can we do?
2. Can I apply again in Ottawa next week with my present there.
3. Can I apply within US throught State Dep? how long will it take?

What was the reason for the consulates refusal? Most people can get visas in Montreal but
the wait is 6 weeks for an appointment. The reason for the wait is they are only staffed
for Canadian residents and do the rest by appointments.
