Default Passport renewal - directions help requested

My spouse was naturalized at a British consulate in the U.S. Is this the same as naturalization "at the Home Office in the United Kingdom" per below directions?

"You need not complete this section if you obtained your citizenship by naturalisation or registration at the Home Office in the United Kingdom or through the Governor's Office of a British Overseas Territory."

Thanks for any guidance.

Prior to 1983, it was possible to be registered as British at a British mission, but only in Commonwealth countries. Even if the application was routed through the British Embassy in the USA, it should have been decided by the Home Office.

But it should say on the certificate.

By the way - if you have questions please ask on a single thread. You risk getting confusing answers if you ask the same, or substantially the same, question twice.

Very good, thanks for the clarification. So British consulate also means Home Office.

I didn't intend to continue with 2 threads, but as I was deleting my first thread and moving contents to the proper section, you answered my first thread.

Just went and checked. The top of the certificate is titled "Home Office". No location of issue given.
