NVC Confusion & ???

I took the paragraph below directly from the NVC website. My question is:
Is this process the same for K3 & K1? From the various posts I've seen on
here it seems that the NVC mails the petition to the Embassy within 1 or 2
weeks of receiving it from the Service Centers. No one seems to mention
anything about having to go through the process listed below. Does this
process get completed before NVC forwards your petition to the Embassy or do
they go ahead and forward it while the below is still in progress? It seems
like it would take more than a week to complete this too me. I'm trying to
put together a list of everything I need to do here in the US and everyhting
my wife needs to do in Mexico so that we can complete as much as possible
before she even gets Packet 3. Any help is greatly appreciated!
"When an applicant's priority date is close to becoming current, NVC will
send an Affidavit of Support (I-864 form) processing fee bill to the
petitioner and an Agent of Choice and Address (DS-3032) form to the
applicant. Once the I-864 processing fee is paid, NVC will send the I-864
forms and instructions to the petitioner. Once NVC receives the form DS-3032
from the applicant, NVC will mail the Immigrant Visa (IV) fee bill to the
agent of choice. Once the IV fee bill is paid, NVC will send the Instruction
Packet of forms and information to the agent. The exact contents of the
Instruction Packet will depend on where the applicant will be interviewed
for a visa."

this is for the I-130 immigrant petition...or other kinds of Immigrant petitions....
