Note that this only applies to the additional 20,000 quota for people
with a Master's degree from a US university.

My guess is that the reason has more to do with timing and the
complexity of the rules than with a lack of demand. This new quota has
only been available for about two months, and there initially was a lot
of confusion about who would or wouldn't qualify.

I would expect next year's quota to get snapped up completely.
