Missouri to Listed counsulate ( k 3)
I just found out that all the recent group of approvals from Missouri Service Center on k 3 visa all the k 3 visa went directly to the embassy aboard it skipped the National Visa Center.
Can this be true. Also i talked with a person who got approved on Nov 29th 2002 and already Manila Philip have the case on file as of Dec 2 2002.

Saha,
This happend due to the heavy approval on the k 3 visa from Novemebr 18th thru currently. Also i talked to a person who's wife is going through the Manila embassy she was approved on NOV 29th and already her file is at Manila embassy. Also she didn't have anything to do with the NVC.
I think I will wait and see what is happening with the visa.

Where did you hear this information? There are established protocols
that these federal agencies must follow to the letter. If the Service
Centers are supposed to send the approved petitions to NVC then you
can be sure that that is what they have done.
Now it seems that there's some sort of special arrangement with Manila
because of which their visas are being expedited. I don't know
whether this means that Manila-bound visas are not going to NVC at all
or being sent to NVC and immediately being sent to the relevant
embassy. But if I were to make a conjecture, I'd say that these visas
are also being sent to NVC, from where they are being sent out
immediately.
Regardless, I'd be interested in knowing where you heard this info
from. It might shed some light on its validity.

My k3 approval notice says (11/20)
"The above petition has been approved and forwarded to the listed consulates"
So, did it skip the NVC?

I got K3 approved on Nov 29 also, on the 2nd NOA it's said the
approval will forword to the list of consulate. If we can really skip
NVC, we got one step short, so the consulate will get the approval
soon.
I live in China, hope I can receive packet#3 soon. However, there is
still no visa issue in there.
