L2 Student Fees Question

Someone mentioned to me a little while ago that they only have to pay normal resident
fees when attending college. Is there a law somewhere that states this is what is
supposed to happen? I have approached my local community college and they said that I
am classed as an international student on an L2 visa (and therefore the fees are 4
times as much and I can't afford to go to school).
If there is such a law, can someone please tell me where I can read about it?

I'm on L2 and I pay only county resident fee at a community college in Philadelphia,
PA. I hope this helps.

college sure asked me to show them my valid visa and wanted an additional letter of
employment from my spouse. This is law in PA. <Visa Bud> shut up because your
knowledge on INS laws is really null!!
