The above irked me. The person speaking to me has no knowledge of my current role, the role I would be going over to do and how well the two marry.
My prospective boss and I are more than confident that I can display my "specialized knowledge" - I quite literally did the exact job I am applying to for a whole year on a J1 visa (albeit in a less senior capacity). He would be comfortable in tailoring the job specification to fit my expertise/experience exactly - for all intents and purposes, I have full management support.
How closely are L1Bs scrutinized and on what parameters? Especially given that this is a Tier 1 investment bank and is more than likely to have blanket approval on such visas?

I would ask your boss to say that the company's need for you to move to the US requires them to follow USCIS requirements and not her recommendation. It may, unfortunately, require him to take it further up the chain of command (have his boss talk to her boss, for example) to get traction.

That strongly reads as if she got it completely wrong and is now trying to cover her professional incompetence by making up a claim that 18 months is company policy to make the application more likely to succeed.

My prospective manager and his manager are very highly ranked so I am quite confident that they can overrule her recommendation...given that they can point to fairly black and white immigration law.
I am just concerned now as to what extent I would have to go to prove that I am 'specialised'? Are her concerns regarding the heightened levels of L1B scrutiny accurate?

I suggest that whoever hired her should fire her - because she's turning an otherwise fairly straight-forward application into a farce. She clearly doesn't know her arse from a hole in the ground (as my sainted mum used to say)!
Are her concerns regarding the heightened levels of L1B scrutiny accurate?

Equally to your other point, again from my understanding L1-B cannot be converted into a green card so the employer will still need to satisfy labour tests etc to get you permanent residency. That being said, the L1 is valid for 5 years and can be easily extended (or so I'm told)
In order to get an L1B converted to a Green Card it requires a lot of work. You will need to have your company advertise your position in several mediums and interview candidates for your position. The company then needs to demonstrate why none of the applicants were suitable for the position.
An L1A will convert much cleaner into a Green Card and please remember you don't need to be a manager of a team, you could be a manager of an internal process that would make you eligible.
