From a J1 to F1 and getting married to a L1b

Hi

I am very confused and dont really know what to do ; here is the situation, holding a
J1, expiring in february 2002 (last expiration possible) and not subjected to the 2
HRR -I d like to resume some studies in the same field than my current job. I d like
to know the visa process, the documents I need to provide ,If i can continue working
part time for this company (they proposed me initially a H1b but it is not successful
because they can not meet the prevailing wage requirement-it is a non profit
organization) As additionnal info, I am graduated with a french equivalent masters
degree since february 2000.

The second part of the case is that I intend to marry my partner holding a L1B.

I an not sure about what I am supposed to do to be able to stay in the usa, study and
work part time and marry

Any experience sharing and infos would be greatly appreciated
