Istanbul suspends visa services
As per AILA:
The State Dept. announced in its 11/20/03 press briefing that the Consulate General in Istanbul has suspended normal visa operations, but remains fully staffed to provide emergency assistance to American citizens.

Is it possible for those people who use the Istanbul US Consulate for immigration services, i.e. K-1, I-130's, K-3's to be assigned to another US Consulate within Turkey itself, or a neighboring country?

It is my understanding that the Istanbul consulate only process non-immigrant visas (i.e., student, tourist...) and the Ankara consulate processes immigrant visas (inlcuding K1, which they treat as an immigrant visa, although it's not).
Your question is a good one, though...it seems they would transfer the case to a working embassy within Turkey first, and then perhaps another country's consulate next...that would make sense.

I know that people wait every DAY. But this is a huge bump in the road -- it will be worked out.
When I was a much younger lawyer, November 4, 1979 taught me to be a little fatalistic. 11-4-1979 caused me to add the following paragraph to my retainer and I've not seen fit to change it:
Client acknowledges that there are circumstances over which Attorney has no control and which may affect the case.
