What is IRS Tax #? Thank you.

You are probably talking about the ITIN, or Individual Taxpayer
Identification Number.
It is a number that you can request from the IRS if you need to file a US
tax return, open a bank account or the like, and can't get a social
security number.

Is he looking at the I-140? He might be looking at the space for the
federal tax ID of the petitioning employer, which wouldn't apply for an NIW.
