INS took very long to process GreenCard - any way to speed-up citizenship?
My mother came to the US as a parolee in 1999. After a year she
applied for her Green Card. It took INS over 2 years to process the
application, so she got the Green Card 3 years after admittance. As
the result she can only apply for the citizenship in 2007. But as I
said her parole is dated 1999 and parole automatically leads to Green
Card. Is there any way how she can apply for citizenship earlier
(2004?)?

No. It is 5 years from the date of approval of the permanent resident petition.
Or 3 years if married to a USC
