INS document that states one can file 90 days prior to 5 year PR anniversary.
To begin the naturalization process I would like to apply 90 days or
less prior to my Permanent Resident 5 year anniversary.
Is there a document in INS that states that one can file 90 days prior?
If so where and how do I obtain that document?
A reply would be much appreciated.

Yes, that document is called INS form N-400 Application for
Naturalizatio. On the first page of this form under heading
Instructions, there is a subheading on the right When Am I Eligible to
Apply? A quote from the second paragraph under that subheading: "If
you are applying based on 5 years as a Lawful
Permanent Resident or based on 3 years as a Lawful
Permanent Resident married to a U.S. citizen, you may
apply for naturalization up to 90 days before you meet
the ''continuous residence'' requirement. You must
meet all other requirements at the time that you file
your application with us."
You have never seen the form you will use to apply for your
citizenship? I suggest you change your ways and read all the forms,
instructions and forums cover to cover before hand. Why should you
bother?
Because I-485, I-130, I-765 and I-864 filed without a lawyer but with
research takes 6 months to process for immediate relative while N-400
(easiest application to INS) takes 1.5 years if filed handwritten and
without a care in the world. My speech is over.

First of all many many thanks for the information.
With all the PDFs out there in the N-400 area of ins.gov site, I
missed the instruction part of the N-400 application.
There are three documents, the instruction, the guide, and the
application itself. I missed the instruction pdf. But as soon as you
referred to that, I knew what I was missing. I read cover to cover
with the two but not the one I missed.
