Default Immigration Reform an Control Act 1986?

Hi everybody,

Few questions

What does this act : Immigration Reform an Control Act 1986? tells me...? And what
does it mean for people who are seeking jobs through a H1B sponsership?

Is it "Without a acceptable proof of identity and authorization to work in the U.S."
Employers not able to hire those people? You need a job to require legal status to
work but without work there is no legal status to work! Looks like a Paradox to me
unless you're not H1B.
