I-140 approved, laid-off

Hi!

My friend received his I-140 approval notice few days ago, he completed medical
exam, got pictures, prepared I-485, other papers. Now, Thursday employer is giving
him a letter, confirming his position and today, Friday - they gave him (and other
people) another letter, saying that he is laid-off.

Question: he wants to send I-485, since he has all papers ready - is it a BIG
problem, solvable problem, or may-be-a-problem?

Another complication: they legal department are a*******, they said that INS is
required them under penalty to report laid-off H-1B holders (basically they want to
send back approval notices with cover letter) and they will do it sometimes next
week, no matter what.

Any additonal complications with that? With filing I-485 and with status?

BTW: For those who received an approval notice for I-140, his I-140 was saying that
he will adjust status here, not through the Consulate. His approval notice has a
Consulate name, Moscow and saying that a petition was sent to the National Visa
Center. Is it normal, or they screwed-up and that notice is not usable to file
I-485 at all?
