What do you mean with request letter? If I understand, you want to change status, and for this you have to fill out form I-539.

Sorry for my unclear question.

I get admission from a university with full scholarships. But I need to change my F2 to F1 before I study.

I know I need to provide a coverletter to INS except for I-539. I am not sure how to write this coverletter. I think this letter should request INS to change my F2 status to F1.

I am wondering, does anyone provide me a template coverletter on requesting F2 to F1?

Actually, the cover letter is not required. If you know what you are
doing, it can indeed be a good idea to have one. The cover letter is
supposed to give a quick summary of the case to the INS adjudicator so he
doesn't have to wade through the pile of paperwork to find the relevant
information.

But if you don't know what to write, it can be better not to write
anything at all.
