How long for the receipt for LC?

How long for the receipt for LC?
Hello Everyone,
My Labor Certification has been filed about 3 months back but my
lawyer tells me that they have not received a case# or confirmation
back from INS that my LC application has been received. He also told
me that INS does not give out receipts until federal officer opens the
case.
How long does it normally take to receive the Case# or receipt of
approval back from INS for LC? It was filed from Philadelphia.

well, first off, you are looking to the wrong agency. INS has nothing to
do with the Labor Certification (aside from the fact that INS ceased to
exist a few months ago. There is a new agency called BCIS that took over
part of what used to be INS).
Labor Certifications are actually processed by Department of Labor
together with the state's employment agency. If your LC was filed three
months ago, it is most likely still sitting at the state office's stage. I
have to admit that I don't know the details (it has been ages since mine
was filed), but I don't think there even is a case number involved here at
all.

Unfortunately, some State Workforce Agencies (and the SWA at Philadelphia is
one of them) do not issue receipts. To find out the status of a pending LC
either your employer or your attorney would have to call them.
It's going to be a while before the SWA makes a decision on your case
however. Check out
http://workforcesecurity.doleta.gov/...imes.asp#state to get an idea
of the processing times.
Once the SWA has processed your LC, it is sent to the Regional Office - in
your case the one in Philadelphia. At this point, the SWA also informs the
petitioner (your employer/attorney). You can then use the RO's automated
phone system to keep track of the status of your LC.
