How does USCIS investigate tax questins?

How does USCIS investigate tax questions?
Does anybody know how immigration services get information wheter you owe taxes or have failed to file a tax return. An IRS representative told me they don't give any kind of information to third parties including immigration if they don't have a power of attorney.
