Help my friend out of the bad situation. (H1B transfer)

I have a friend who don't like to post here (you can understand why after you read).
I post for him to ask for help. This is the situation:

My friend was laied off months ago. He transfered his H1B to company B to keep his
status. The agreement was that my firend will provide the money for his own paycheck
and tax until he find and transfer to a new job. My friend paied for 2 months ahead
of the application.

However, there was a problem with B from the start. My frind kept asking B for the
INS receipt after the application, and finally got it from B one month after the
receipt date (it sould take only 3-4 days regular mail).

Now it's 4 weeks after the approval date(checked by INS automated phone line), B
refuses to give my friend a copy saying that he has not received it (NIS info says it
took max 14 days).

Now my friend has find a real job offer, can he transfer without a copy of his
previous H1B approval? and without a paycheck? (its obvious B is very upset at the
thinking of "pay" the money back).

B.S. Congress has seen fit to let these so called "professionals" into the United
States and they turn around and try to weasle around the rules.

This is plain illegal, and if caught out by the INS , he will surely be deported for
fraud, and company B will also be charged with immigration and employment
irregularities.

The dates mean absolutely nothing. This is not untypical of the INS.

Your friend is in such a mess, the only real way out of it is to leave the USA and
hope all the mess he's created dies away and accept any losses. B has him over a
barrel, because he can report the friend as illegal, and while he may get a handslap
for taking part in the friend's scheme that's not a lot compared to the mess he can
cause the friend.

Now is not a good time to lie to the INS.

You and your friend might wind up in a detention facility.

An unexpected ending: My friend saw the post here and realized the seriousness of
this fraud for both him and B company, especially during this special time after 911
event. He talked with B company, B decided to hire my friend for some time. My friend
has got his money back. Only thing is that he can not accept the new job offer which
is a much better one. He is happy that I posted for him here, he got his money back
and prevented a protential trouble. The happy ending is a direct result of Mr. Stuart
post, which he wants me to express thanks for him.
