Help on I-129 F processing time

I filed the I-129F (or K-1 petition) at the Texas INS Center in early April 2001. The
application was received by the INS on April 11. As of April 11, a case number was
provided and the INS voice message recording stated that the expected processing time
was 30-40 days. No decision has however been made as of today. Currently, the same
recording states the processing time to be 120-150 days. Can someone comment what
could be cause of this delay? Are all I-129F approvals being delayed at the Texas
center? Thanks.
