Default H2B processing question

How does one obtain an opinion that there are no qualified workers available from the
Labor Department quickly enough to utilize this category?

Even though premium processing is available from INS, if it takes 2 years plus to get
a response from State DOL and the job is for less than one year's duration, it
doesn't seem to make sense.

Is H2B not truly a viable option or am I misunderstanding something?

Temporary labor certifications and permanent labor certifications have different
timelines. See www.ows.doleta.go-

. There are different columns for the different types of
certification.
