Default H1b1 to GC with Company B

My H1B transfer is pending at the moment with company B petitioning a new H1B. My current employer, Company A had filed for Labor Certification for Green Card in 2000, but found out recently that the application fell through due to lack of response on the part of the employer. So, actually the labor certification fell through the crack, so to speak.

Once transfer to Company B is approved:

How long should I wait before initiating a fresh Labor Certification process with company B?

Usual three months, or a few weeks after the transfer is approved?

Can I ask Company B to add filing of Labor Certification and Green Card as one of the conditions for work contract?

How would one approach this?

There's no connection between the H-1B and a Green Card. They can
start the process at any time, whether or not you work for them.

Yes.
